Medicaid Lobbying at Advanced Care Partners
The Value Creation team partnered with the company to lobby Georgia state Medicaid to substantially increase reimbursement rates
The Challenge
Advanced Care Partners provides private duty nursing (PDN) and prescribed pediatric extended care (PPEC) services in GA, FL, and TX.
Historically, Medicaid provided adequate resources to maintain and expand the company’s operations. During the Covid-19 pandemic, nurse wages surged by 85%, posing challenges for Medicaid-funded home health providers to offer competitive nurse reimbursements. In the state of Georgia, Medicaid reimbursement rates rose by only 5%, resulting in a wide disparity between the costs of nurses and reimbursement rates for home health providers.
To combat the struggles that Covid-19 imposed on many home care providers, Advanced Care Partners needed to find a long-term solution that would help to reimburse nurses and sustain long-term operations.
The Solution
The Value Creation Team partnered with Advanced Care Partners to implement a series of best practices from across the Council ecosystem, including:
- Council Network: Leveraged CEO Council members who were able to connect the company with strong Medicaid lobbyist groups and set an effective strategy
- Strategy: Formed a consortium of home health companies to lobby GA state Medicaid for higher home health compensation rates
- Partnership: Partnered with other PDN agencies to provide legislators with data evidencing the inability of home health providers to compete with rising Covid nursing compensation rates
- Analytics & Advocacy: Constructed the ‘case for change’ that was presented to the state on behalf of the PDN consortium
